Get all members with optional filters for departments, status, employment dates, admin status, approval process, approvers, allowance types, name, birthday month, and manager type.

The allowances figures are stored balances. They are refreshed in the background after each change, with no guaranteed delay, and expiring balances are applied once a day. GET /members/{id} computes them at the time of the call.
