Start a background review of a draft's wording, or find the one already done.

Advice only: it never spends and never changes the price. Returns at once with pending; ask again (GET) after retryMs. The same words are reviewed once a day, so calling it on every save is fine. skipped means there was nothing to review, with the reason in review.skippedReason. Each suggestion is one change to the draft (op) that you apply yourself; a tidy suggestion fixes capitals and spacing.
