List Sections

Get the table of contents (section numbers and titles) for a 3GPP document.

Returns all sections without full text — use this to understand a document's structure before diving into specific sections with get_sections.

Typical use: After search_text finds results in e.g. TS 38.331, call this with doc_number="38.331" to see the full document outline, then fetch the specific sections you need.
