Returns the weekly percent of area in each drought category — None, D0 (Abnormally Dry), D1 (Moderate), D2 (Severe), D3 (Extreme), D4 (Exceptional) — newest week first, plus the worst category present each week. Keyless, public-domain (NDMC/USDA/NOAA). This is the official metric behind USDA disaster-program eligibility; use for crop-risk, water, and insurance reasoning.
