Preview an unsaved workflow spec

What a run would do, with nothing done: every step after template substitution against a simulated context, its side effect, its on_error policy, templates that would resolve to nothing, conditions, and the budget it would hit. Step outputs are placeholders, so later steps' {{steps.N.output…}} show empty here.
