Deactivate a signing key for a chain

Human users only. A self-custody (client_tss) agent key can be deactivated only by its owner (the user who holds shares 2 and 3); anyone else gets 403. Gated by control-plane consensus as signing_key.deactivate (202 with pending_approval_id; call again with ?approval_id=).
