Get SLA metrics

Get SLA compliance metrics for a specific month including uptime, completeness, and latency targets vs actuals. Without 0xArchive-Version the body is the route's own object plus success and meta.request_id; with 0xArchive-Version: 2026-10-01 it is the standard envelope with that object under data.
