Get list of available configurations based on RBAC roles.

Permissions: org member, org setup user, or org admin. Platform admins see every organization; everyone else sees only their own. All callers get their current organization in the response.

Setup users sit outside the member hierarchy, but the app shell still needs this payload to configure integrations.
