Changes to List IVRs (Interactive Voice Response)

the list/items/ivr_id response's property type changed from string to integer, and format from no format to int64 for status 200

removed the optional property list/items/numbers from the response with the 200 status

api operation id getIvrs was added

added the optional property list/items/is_open to the response with the 200 status

added the optional property list/items/scenarios to the response with the 200 status
