List platform features with enabled company count

Returns all platform features with the count of enabled companies. Excludes removed companies from the count. When companyId is provided, each feature is additionally annotated with isEnabledForCompany and companyPlatformFeatureUpdatedAt scoped to that company, and the network-inherited feature (capa-v2) carries inheritedFrom — the linked companies that grant it even when the company has no toggle of its own.
