POST /v2/makers/create

Create a new maker (public endpoint, no auth required). An Alipay create that carries metadata.identityAttestation may also carry metadata.alipayFirstName, the start of the seller's Alipay name: trimmed, then 1 to 32 characters, otherwise 400. Without an attestation a supplied name is ignored.
