Changes to The evidence an intent cites (direct links, section anchors, decision citations), resolved through the evidence trust contract: archived and dismissed items never appear, every item carries a trust tier, and evidenceTiers is computed over the same cited set. The MCP server uses this for get_current_intent include_evidence=true. Each call records an exposure event (tier counts only).
