Activate or roll back an immutable Artifact view revision

Makes revisionId the active revision of the Artifact view and marks the view active; selecting an older revision performs a rollback without changing its bytes. The revision must have built successfully and not be retired (artifact_view_revision_not_ready), and its output schema digest must match the Workflow's current version (artifact_view_schema_incompatible). Requires manager access to the Workflow.
