List event processing policy chains

Retrieve the chain registry: every rule chain readable by the user, without its rules. Users with the global EPP right see every chain; others see the chains granting them read access through the chain access list (the main chain is never among them). Chain 0 is the main chain, the entry point of event processing. Rules of a chain are retrieved with GET /v1/event-processing-policy/chains/{chain-id}.
