Get First Query Suggestions
Starting questions, led by the person's stated focus.
context_workspace_id is for staff running as a customer workspace; for anyone else, or a workspace that cannot be selected, the answer is 409.
Empty suggestions are a valid answer, not an error: the screen keeps its placeholder and composer either way, so a miss degrades rather than fails.
