removed the unauthenticated enum value from the access_level response property for the response status 200

for the path request parameter user_id, the min was set to 1.00

added the new optional header request parameter authorization

api operation id get_user_by_id_api_users__user_id__get removed and replaced with users_get_user_by_id

added the new optional cookie request parameter session_id
