List repositories from all connected providers, including whether PR scans are enabled

Turn PR/MR reviews on or off for repositories, by their id from the repository list. A repository must be selected for Hacktron access before its reviews can be turned on.

Change the organization's PR/MR review settings. Only the fields sent change; null turns off the fail-on severity or clears a filter. A repository's .hacktron/config.yaml overrides these.
