Changes to Create or update a config entry (reserved env-only keys are rejected). Global-scope writes auto-trigger an integrations reload (debounced ~250ms) so Slack/GitHub/Linear/Jira/AgentMail pick up new credentials without an explicit /api/config/reload call.
