Transfer balance from the authenticated user to a target user. Supports three authentication methods:

  1. Hotkey authentication (X-Chutes-Hotkey + X-Chutes-Signature + X-Chutes-Nonce)
  2. Admin API key (Authorization: cpk_...)
  3. Fingerprint (Authorization: <fingerprint>)
