Get Maintenance Policy

Return the upgrade window, concurrency limits, and the miner's server version status.

When a window is currently open, window_open is true and active_window describes it. When no window is open, we fall back to the most recently created window (window_open false) so miners can still see which servers remain out of date against the last target.
