Changes to Get GL account

changed the pattern of the path request parameter id from ^[a-zA-Z0-9\-]{1,256}$ to ^external:[a-zA-Z0-9._\-+=]{1,64}$|^[a-zA-Z0-9\-]{1,256}$

the security scope gl_entities:read was added to the endpoint's security scheme basicAuth

added the optional property details/items/metadata to the response with the 404 status

added the required property inactive to the response with the 200 status
