Queue every covered ticker for a full purge.

The correct response to a genuinely global content change — the monthly
/admin/recompute-momentum pass rewrites momentum percentiles for every
symbol, since the cross-sectional rank moves even for tickers whose own
data did not. Normal loop updates must NOT use this; they purge per ticker.
