`GET /api/documents/{document_id}/download`

## Request

- Base URL: `https://zsign.io` (the document declares no server; this is the origin it was published from)
- URL: `https://zsign.io/api/documents/{document_id}/download`
- Auth: HTTP bearer

Download completed document with org-scoped access control.
Auth is the same Neon JWT path as GET /documents/{id}/audit
(`get_org_context`). SSE tokens are for `/stream` only.

Lookup / TTL / headers / storage-miss policy lives in
``download_completed_pdf`` (shared with v1).
