`GET /api/admin/directory/users`

## Request

- Base URL: `https://zsign.io` (the document declares no server; this is the origin it was published from)

All users, newest first, with the org a grant would credit.

`org_id` is the same resolution POST /api/admin/credits/grant applies
(active selection -> home -> oldest membership -> the user id itself),
so the balance shown is the balance a grant from this row moves.
