`GET /ecommerce/returns`

## Request

- Auth: HTTP bearer

Unified multi-channel returns with claim-eligibility + reimbursement tracking. Money is paise integers. Buyer PII redacted unless the key holds `ecommerce:pii:read`. Requires scope `ecommerce:returns:read`.
