Re-provision conversation scripts from the markdown files. Superadmin only.

Claims, documents, and users are PRESERVED. Use this to pick up edits to
``conversations/scripts/*.md`` without wiping demo data. Scripts are cached
in the DB as ``ConversationScript.parsed_steps`` and loaded from there at
runtime, so a reseed is required for any ``.md`` change to take effect.
