Get the SSI filing packet — financial summary, phone script, checklist.

Used by representatives to file SSI by phone, or by claimants
preparing for an in-person field office visit. The phone script's SSN
answer is masked unless ``include_full_ssn`` passes the full-SSN gate
(forms/ssn_export.py).

- `claim_id` string, required

## Query parameters

- `include_full_ssn` boolean: Include the whole SSN (owner/admin with MFA; logged). Masked otherwise.
