`GET /v1/claims/{claim_id}/filing/manifest`

Get the submission manifest as a human-readable answer sheet.

Useful for QA review before automated filing, or for manual filing
by a representative. The SSN answers are masked unless ``include_full_ssn``
passes the full-SSN gate (forms/ssn_export.py).

## Path parameters

- `claim_id` string, required

## Query parameters

- `include_full_ssn` boolean: Include the whole SSN (owner/admin with MFA; logged). Masked otherwise.
