`POST /v1/claims/{claim_id}/assistant/message`

Send a message to the assistant and receive a streaming SSE response.

Stays a route (keep-legacy, web-caps slice 15): the reply streams token by token, which the capability
gateway doesn't carry. ``assistant.message@1`` runs the same turn (``assistant/session.py``) and returns
the whole reply, for API keys.
