`GET /v1/branding/effective`

Return merged brand for auth user's active org.

Merges brands.yaml preset + Organization.settings.brand overrides.
Used by PDF renderers, email templates, and share links.

Server-rendered on every page (``BrandingProvider``, ``app/icon.tsx``; row 277, kept as a plain read).
The settings page reads ``org.branding.get@1`` (web-caps slice 14): the same answer
(``orgadmin/branding.effective_brand``), both with ``logo_url``/``favicon_url`` signed links.
