Readiness: can this instance actually serve a screen right now?

Returns 503 when it cannot, so an uptime monitor sees the outage. On
2026-08-05 the provider account ran out of credit, every /screen returned 500,
and /healthz kept answering {"ok": true} -- green status over a dead product.
This endpoint exists so that cannot happen silently again.
