`GET /api/signals/action/{card_id}`

Full persisted Action Card by id — powers the ``/cards/{id}`` permalink.

Returns the engine's full ``card.to_dict()`` payload (entry/stop/target,
legs, rationale, context, alternatives_considered) augmented with the
row's ``id`` and ``created_at``. Returns 404 if no row matches.

**Params:**
- ``card_id`` — primary key of ``signal_action_cards`` row (positive int).
