Only reachable for a row the probes could not decide; the user's ``kind`` overrides the probe outright. ``source_system`` is required (and registry-validated) for a journal import; ``fiscal_year`` is an optional hint for an accounting document. 409 when the row is not awaiting input, 422 on an unpickable kind or unknown system. Accountant/owner (ZCT-257): answering the probe re-queues the document, which is a fresh billed analysis and lands the result in the books. It is deliberately NOT terminal — the parent used to flip straight to ``routed`` the moment the children were *enqueued*, so ``get_intake(parent)`` reported terminal success over an import still in flight (measured: ``routed`` at +1.4 s with 0 of 12 members imported, drain done at +3.7 s).
