Export all companies (+ integrations) and users as a JSON download (admin).

Integration secrets are decrypted to plaintext in the bundle so it is portable
across instances; gate behind admin (done here) and treat the file as sensitive.
Intentionally **global** (data-access.md §6): the admin's ``Scoped`` is
unrestricted, so scoping is a no-op.
