Proxy the accountant industry catalog (``GET /v1/industries``) for the dialog (jwt).

A harmless static catalog, readable by any authenticated user: the onboarding
wizard's company step needs it (onboarding gates on admin-or-company-less, not
admin) and the member-visible settings CompanyProfileCard renders it (previously
a 403-toast for members). Because it proxies a live accountant HTTP call with no
admin gate, it is rate-limited per user like the onboarding LLM endpoints.
Graceful degradation: an unreachable / failed accountant (``AccountantError``)
yields an empty list rather than propagating as 503. The onboarding wizard now
REQUIRES an industry (ZET-157), so its dropdown carries a static
"Other / not listed" fallback of its own — a degraded catalog degrades the
choice, never locks onboarding out; the admin create/edit dialog keeps its
nullable field either way.
