# Seed Payroll Statutory Rates

Idempotently seed the statutory catalog for **every supported law year**
(companies created before this feature; new companies are seeded at create).
Re-runnable: after a new law year lands in the catalog, calling this again
inserts exactly the new rows and leaves existing ones untouched (ZET-122).
