Rebuild the chart of accounts from existing journals (accountant). Idempotent.

No-op now that the postable GL chart (``gl_account``) is maintained by the
dual-writing CoA loaders (bexio master-sync / accounting-document worker / abacus
journal accumulation). Kept for response-shape compatibility (always 0 keys).
