State the settlement method and/or timing basis a CLOSED fiscal year never established
— accountant (or admin), audited (who, when, why). Fills a gap only: an election the year
already establishes is not replaced (422), and the year's filed returns keep their
snapshots — a difference is corrected by a Berichtigungsabrechnung.
