Record a GV reserve allocation + book the appropriation JE — accountant (or admin).

Dr retained earnings / Cr statutory|voluntary reserve (settings codes,
create-if-absent). 409 when the (fiscal year, kind) pair is already
allocated — corrections go through the journal-entry correction path.
