All GV reserve allocations (optionally one fiscal year's) — member read.

With ``fiscal_year_id`` the response also carries ``or671`` — the advisory
statutory-reserve suggestion (5 % of net income until the legal reserve
reaches 20 % of the configured share capital; ``configured`` false when
the share capital is unset). Prefill only — nothing gates on it.
