What the year-end valuation of foreign-currency balances would do, as the books read now.

The valued items (foreign amount, carrying incl. valuation layers, closing value, delta),
the closing rate with its source and observation date, what Zeno holds back and why, the
entries already posted, the sealed earlier years that were never valued, and the
`proposal_hash` a post must echo. Member read; nothing is written.
