The fiscal year's inventory with its activation decisions — member read.

Every non-disposed asset with cost, accumulated depreciation, NBV, its
effective activation for the year (**absent decision = activated**) and what
the recognition settings say it should be, plus the review's own state and the
count of capitalization proposals still held.

- FixedAssetReviewOut: The whole review for one fiscal year.
  - `fiscal_year_id` string, required
  - `status` 'open' | 'finalized', required: State of one fiscal year's fixed-asset inventory review (J6). ``finalized`` seals that year's per-asset activation decisions — further activation writes are refused until an accountant reopens the review. It deliberately does NOT gate depreciation: the year-end review *corrects* the inventory, it does not release the calculation (the orchestrator has been posting depreciation monthly all year).
