Run one bounded rescan pass — accountant (or admin). 422 while the
capitalization feature is off.

Evaluates the already-re-analyzed coded invoices first (deterministic, no
LLM — reclassifications post in today's open period with the original
acquisition date; with autonomy `off` nothing is evaluated), then queues
cache-bypass re-analysis for up to ``body.limit`` pre-signal files.
Re-analysis is async: run the scan again once it finishes to evaluate the
fresh results — repeated calls converge, except `skipped_no_document`, which
never drains by rescanning: capitalization detection is document-gated, so a
journal entry authored directly (the JE API/MCP tools, the AI accountant's
chat) carries no coded document and is never evaluated — `evaluated: 0`
beside a nonzero `skipped_no_document` means "nothing was evaluable", not
"nothing qualified". The sanctioned route for a capital purchase is
`upload_document` → pipeline coding → rescan.

`skipped_no_signal` (ZET-269) is the other standing count: analyzed items
whose extraction answered null. No phase touches them either, and rescanning
never drains them — re-analysing the document does.
