`POST /companies/{company_id}/change-sets/apply-all`

Bulk consent over all pending change-sets (accountant). Stale ones are skipped.

So is a held balance sheet that asks "founding or closing sheet?" (ZET-395): it stays
pending until answered one by one (``.../apply`` or ``.../founding``).
