Held coding decisions grouped into counterparty x account families (ZET-198).

A held decision seeds no tier-2 history, so a recurring vendor's invoices are
re-classified and re-held every cycle (the run-3 drive re-litigated one vendor
judgement fifteen times). One accept posts + seeds history, and the rest of the
family auto-codes - this endpoint is what makes that one accept findable.
``seed_decision_id`` / ``dependent_posted_count`` surface the mirror control
point: which posted decision became the counterparty's standing policy and how
many later posts rest on it. Read-only; largest family first (CompanyMember).
