Stream the stored snapshot PDF; render + store it on demand if still pending.

A **draft** is rendered from its current state and streamed **without being stored**
(like ``POST …/preview``): a draft has no frozen PDF, and a stored one used to become the
issued invoice's snapshot — mailed by ``send`` with no number and pre-edit lines
(ZENO-226). 503 when the renderer is down.
