On-demand pull of the bexio chart of accounts + tax master (accountant).

Triggers, for **every enabled** ``BexioAccount`` of the company, the same
master-data pull the cron poller runs on its daily cadence — bypassing the
cadence gate. Each account is synced in isolation (a failure on one is recorded
on that account and does not abort the others). Returns a per-account summary.
The poller function takes a ``Scoped`` (Phase 4b) but manages its own commits
on the underlying session — exactly the legacy cadence.
