`GET /admin/payers/{user_id}/token-purchases`

List one payer's token purchases, newest first, with the remaining balance (admin).

Purchases are the overflow buffer spent *after* the weekly subscription allowance, so
the balance here is what stands between this payer and a hard stop once their window
is exhausted. Recording a new one is the POST on the same path.
