The stored ESTV/BAZG monthly-average rates, newest month first (admin).

Not company-scoped and not company-scopable: these rows belong to the instance, not to
a tenant, so there is no ``company_id`` parameter to offer and a support session has
nothing to confine — unlike ``/admin/holds``, this response contains no tenant data at
all, only published figures.

``source`` carries the publication verbatim (``100 AED @ 22.2869``) beside the derived
per-one-unit ``rate``, which is what lets a reader check the divisor normalisation
against the official table without knowing which currencies are quoted per 100.
