The active prompt-bundle / ruleset identity of the deployed accountant (jwt or API key).

Never raises on an unreachable accountant: this is a diagnostic endpoint, and one
that 503s when the service is down tells the caller less than
``available: false`` does. A *resolution* failure is different and is passed
through verbatim — the accountant answers 200 with ``resolved: null`` plus an
``error``, which is a real, reportable state of the deployment.

Successful Response

- AccountantVersionOut: ``GET /accountant/version`` — the accountant's active version identity. ``configured`` is always present. ``resolved`` carries what the accountant's registry actually produced for those settings (bundle, compiler, ruleset and VAT ruleset versions, model profile), and ``manifest_flags`` the bundle's behaviour switches with the prompt bodies stripped out — together, enough to explain why a run behaved as it did. Both are ``None`` when resolution failed, with ``error`` naming the reason: an unresolvable default bundle is a live misconfiguration and reporting it is the point. ``available`` is ``False`` only when the accountant could not be reached at all, in which case everything else is ``None`` — the caller gets a shrug, not a 503, because this endpoint is diagnostic and must not fail louder than the thing it diagnoses.
